- New business load (existing or new businesses qualify)
- Experience a 5kW or 10kW (depending on the business' rate schedule) permanent growth in electrical demand
- Must have HVAC equipment
- Existing building that meets this criteria: vacant for six (6) months; adequate facilities in place to serve load; and served by a single meter
- Take service before January 1, 2013
- Existing or new businesses will qualify as new business load
- 15% reduction in base rates, or
- 20% reduction for businesses that increase employment rate by at least 3 full time employees above the highest level of employment during the most recent twelve (12) months
